Dear TCARS Homeowners: The 2025 Crossings Annual Voting Meeting is scheduled for Tuesday, June 17, 2025, at 7:00 PM at the Crossings' Clubhouse.
Homeowner sign-in will begin at 6:30 PM.
If you have an individual question, concern, or comment, please come to the clubhouse for the community open house between 4:30 p.m. and 6:30 p.m. to have a member of Woo-Cat Martin Management assist you. The homeowner meeting is for community-wide issues, and the open house is for individual resident concerns.
The purpose of the annual meeting: 1. Residents receive updates from our Executive Board and committee members' reports. 2. Residents will receive vendor updates. 3. The Election of two open seats on the Board of Directors. 4. Residents will receive financial updates.

Two board seats are up for election. Board Members serve as volunteers without compensation, and a considerable time commitment is necessary to serve effectively. They are required to attend monthly board meetings and other planning sessions.
The election of the two open seats will be by secret online ballot before AND during the annual meeting. If homeowners are unable to utilize online voting, they will also have the option to vote by paper ballot at the meeting or at the community open house. If you cannot attend the Annual Meeting, please remember to vote online! On June 7, 2025, Woo-Cat Martin will email homeowners the annual meeting webpage so they can learn about the candidates and vote online.

2025 Candidate Information
1. Jim Casill, your neighbor at 14 Leeds Court:
My name is Jim Casill. My wife and I have called The Crossings at Rocky Springs home for nearly twenty years. I have served our community in various capacities and enjoy doing so.
I am a graduate of the Rochester Institute of Technology and trained as an engineer. I worked as an engineer for Eastman Kodak company for many years until I retired. I have the time and energy to serve our community and the professional background to continue to assist and implement capital improvements.
During my tenure on the board, we have created the roof replacement assessment program, the stucco repair schedule, and are currently working with storm water management companies and programs to assist us with remedying storm water issues within the community. We have completed several storm water and erosion projects to date. We have engaged a number of elected officials to assist us with grant opportunities for storm water initiatives and already formed a cooperative working relationship with the township.
I believe the work our board has done and the time we have put into proper planning is the reason we are on a sound fiscal trajectory. As many neighbors can attest, I openly listen to concerns, and I continuously aim to ensure the governing documents are upheld and fairly applied.
We want homeowners to love our community, and the outreach board members and committees have implemented all serve that goal. I have dedicated thousands of volunteer hours to our community, and I am willing to give more because I believe it is critical to provide quality services while being fiscally responsible. 2. Jeff McClintock, your neighbor at 3 Rumford Court:
I am writing to express my sincere interest in continuing to serve the Community on the HOA Executive Board. Having had the privilege of serving on the Board for the past two years—and previously from 2009 to 2016—I bring a deep understanding of our community’s history, challenges, and long-term goals.
My professional background as a Development Manager, Construction, further strengthens my ability to contribute meaningfully to the Board’s work. In my professional position at PH&C, I manage both residential and commercial construction projects from concept to completion, including budgeting, contractor oversight, and compliance with regulations. I regularly work with local, state, and federal agencies, as well as utility companies and private property owners, for the duration of each project. This experience has equipped me with the skills necessary to navigate complex issues, ensure projects and tasks remain on budget and on schedule, and make informed decisions that balance both practicality and long-term value.
Throughout my time on the Board, I have always prioritized decisiveness, fiscal responsibility, and maintaining the high quality of life that makes our community such a desirable place to live. I believe in proactive planning, open communication, and a strong sense of stewardship when it comes to managing our resources.
I am proud of what has been accomplished and am eager to continue working on behalf of the community to ensure thoughtful and responsible budgeting in conjunction with the ongoing maintenance and improvement of our neighborhood.

3. Charles Smith, your neighbor at 66 Duncan Street:
I’m a chemical engineer and I worked with industrial water systems for more than fifty years (Yes, my body is old and shows signs of wear, but my mind and enthusiasm are still very functional and active.)
I owned and operated four different water treatment companies during that time in an area covering most of the northeastern quadrant of the country.
I’m still working full-time at the Office of Aging for the County of Lancaster. The work I do there helps to ensure the health and well-being of elderly and impaired residents of the county. I do this because I care very much about the well-being of those in need. Part of this energy and caring will be used to ensure the well-being of our community if I’m elected to the TCARS Board of Directors.
I previously served as a board member of the Northwestern Lancaster County Sanitary Authority. This experience coupled with my engineering background provides the knowledge needed to address the serious storm water erosion problem happening at the back of the community. Every heavy rainfall is washing considerable amounts of topsoil into the Conestoga River. I know how to address this and get it corrected at little or no cost to the community. My knowledge and experience can also be applied to maintaining and preserving the physical assets of the community.
As a board member I will never tell you “It can’t be done” should you bring a community problem or concern before the board. Instead, I’ll try to work with you to find a way to make it happen. As a board member I’d like to investigate developing a community transportation service and several other ways to build more of a community spirit. May I have your vote?
